Prepare move to other licence. For the moment all answers for licence
upgrade were not yet received. So we prepare for GPL by uniformizing
licence text keys to GPL-3+. Will move later to AGPL if all answers are
positive.

The phpunit test is correct. What's wrong is
inside dolibarr code (Really dont know why it fails with 1900. It
looks like a year 2000 bug). Let's try with 1915 and 1916
